November 1 is the 18th anniversary of the state-sponsored massacre of over 5,000 Sikhs in New Delhi. The ongoing violence in Gujarat is a stark reminder of this legacy of 1984. While people are forced to contend with such attacks, their security and progress are further threatened by the very real danger of war. Communal violence, war and terrorism have created deep insecurity for all people in the region. Who benefits from this? What are the avenues for change?
